Active in the Healthcare Industry for over 30 years
Kevin started his career in healthcare over 30 years ago as an administrator for a nonprofit primary care clinic in West Texas. Little did he know how complex healthcare requirements were since that clinic did not provide services to Medicare/Medicaid patients and did not deal with commercial insurers. What an eye-opening experience it was to see how much Medicare rules and commercial payor relationships impact the entire industry!
Since those days, Kevin has worked with all kinds of healthcare providers—hospitals and health systems, physicians and physician groups, ambulatory surgery centers, community health centers, certified nonprofit health organizations (NPHOs), laboratories, long-term care providers, and pharmaceutical and medical device companies, among others. No matter how the organization may touch the healthcare industry spectrum, Kevin helps each client navigate the ever-changing landscape to find practical solutions to problems and needs.
Healthcare rules are always changing, so Kevin guides clients to stay aware of the latest changes and challenges, and to seek options to meet and overcome those changes and challenges.
Specifically, Kevin counsels clients with respect to a variety of matters, including:
- Fraud and abuse compliance, to include the Federal Anti-Kickback Statute, Stark Law (physician self-referral prohibition), False Claims Act, and Civil Monetary Penalties Act
- State law fraud and abuse equivalents like the Texas Patient Solicitation Act and Commercial Bribery Statute
- HIPAA, including breach notification obligations and interactions with the Office for Civil Rights (OCR)
- Provider licensing and provider/payor enrollment
- Agency interactions, including, among others, the Centers for Medicare & Medicaid Services (CMS), HHS Office of Inspector General (OIG), Texas Health & Human Services Commission and its OIG, Texas Medical Board, and Texas Pharmacy Board
Kevin often acts as outside general counsel for his clients. He works collaboratively with clients to form their businesses as well as to transform or restructure their businesses when expected, or unexpected, circumstances arise. He negotiates and manages buy/sell transactions, including those involving private equity or venture capital funding. All in all, he seeks common sense solutions for each opportunity, with healthy dashes of optimism and professionalism.
Kevin graduated summa cum laude from Hardin-Simmons University in Abilene, TX, with a Bachelor of Arts in English and History. He was on the Dean’s List throughout his time at HSU, and he was awarded the Julius Nelson Olsen Medal for the highest undergraduate GPA.
After a six-year hiatus, Kevin returned to academic life at the University of Texas at Austin School of Law where he was active on the editorial board for the The Review of Litigation, winning its Commercial Transactions Writing Award and publishing a student note for TROL on charitable care obligations in Texas. During law school, Kevin also had the fortune of beginning his health law career as a law clerk under seasoned health law partners that continue to serve as mentors and friends to this day.
Kevin is licensed to practice law by the State Bar of Texas.

Kevin and his wife have two adult children and recently welcomed their first grandchild. When not doing his law gig, doting on that precious granddaughter is Kevin’s other full-time job.
Kevin enjoys spending time with family and traveling to his favorite locations of Cozumel and Scotland. A little mezcal or scotch from time to time doesn’t hurt either.
Kevin actively supports Any Baby Can (as a former board member and current board spouse) and promotes its work to support children and families in reaching their full potentials.
